Salient Action points to be complied under PMEGP Scheme in WB
  1. The scheme will cover new viable manufacturing units having project cost up to Rs 25.00 lac and service enterprises up to a project cost of Rs 10.00 lac , excepting the activities included in the Negative List under PMEGP. However, each scheme must have a block capital component.
  2. In Rural/ Semi Urban areas service area concept will be followed for sponsoring of applications to the banks while in Urban/Metro areas sponsoring will be done on the basis of borrowers’ choice.
  3. Preliminary scrutiny of the application and verification of the project proposals will be done in the office of the District Industries Centre by a Sub Committee comprising of the representatives of KVIC, WBKVIB, DIC/Sub DIC and participating Banks. 
  4. Banks will communicate the sanction/ any other decision to the applicants, with copies to the sponsoring agencies (KVIC/WBKVIB/DIC or Sub DIC/Banks), within 15 days for proposals up to Rs 0.25 lac, 30 days for proposals up to  Rs 5.00 lac and 8-9 weeks for proposals above Rs 5.00 lac as per RBI norms.
  5. Causes of rejection, if any, must be intimated in writing as per procedure, with copies to KVIC/WBKVIB/DIC or Sub DIC.
  6. After training, Banks will release 50% of the sanctioned amount along with borrowers own contribution and margin money in the 1st phase. Rest of the amount to be released on production of utilization report of money released in 1st phase.
  7. Banks will not insist for any Collateral Security for loans up to Rs.5.0 lakh. All the PMEGP projects eligible to get coverage of CGTMSE guarantee should invariably be covered under the scheme (Credit Gurantee Trust Fund for Micro & Small Enterprises).
  8. In no case the original copies of Employment Exchange Card or other documents of the beneficiaries will be kept under the custody of the banks.
  9. Regarding Border Area, the whole of a Block bordering international boundaries will be regarded as ‘Border Area.’
  10. The ‘Hill Area’ will mean the 3 (three) Hill Sub Divisions (Darjeeling, Kurseong and Kalimpong) of Darjeeling district.
  11. Demarcation of Rural Area – Gram Panchayat will be the basis. The distribution of Gram Panchayats among WBKVIB and DIC/Sub DIC will be communicated shortly.
  12. During the year 2008-09, The District Industries Centres will first sponsor  the cases of Prime Minister’s Rozgar Yozana (PMRY) which were  sanctioned by the Banks during 2007-2008, training imparted but loan and subsidy were not disbursed. These proposals will be responsored after recasting the schemes as per Guidelines of PMEGP. Such sponsoring will be completed by November, 2008.
  13. West Bengal Khadi & Village Industries Board will also give priority on such cases under Rural Employment Generation Programme (REGP) which were sponsored to Banks during  2007-2008 but either not sanctioned or disbursed during  the year 2007-2008.
  14. Khadi and Village Industries Commission will sponsor new cases under PMEGP.
  15. The targets for number of units are flexible. Viability of a project / scheme will be the main criterion under the scheme.
  16. All applications forms under PMEGP will be printed by Implementing Agencies.
The Entrepreneurship Development Training will be conducted at locations near to the places of residence of the beneficiaries, preferably at the District Headquarters.
